Meet Juliane Carter Sullivan

 

Juliane Sullivan has mastered the legislative process, working from inside and outside the Capitol Building. Juliane has navigated the complexities of the legislative process - both authorizing and appropriations. 

As Senior Policy Advisor and Policy Director in the Majority Leader's office, she developed the House Leadership's legislative agenda, serving as leadership's liaison to Members of Congress and Committees, particularly Committees on appropriations, budget, small business, international affairs, defense, and space policy issues.

As staff director on Education and the Workforce Committee, Juliane shepherded major policy initiatives through the Republican House (nearly 30 bills) and ushered many of them to Presidential signature during the Obama Administration, including ESSA - the rewrite to "No Child Left Behind" education law -  and MEPRA - a major pension reform law.

Having worked for two lobbying firms in the Nation’s Capital, Juliane has been a strategist and advocate for associations, coalitions, corporations, and municipalities. She understands the importance of bringing the messages from outside the Beltway to Capitol Hill with positive results for her clients.

Juliane knows how to manage the process, navigate the pitfalls, and work with the Hill, the Administration, and industry stakeholders to affect policy change.

Appropriations

Juliane relies on her House Leadership experience of setting policy objectives and advising House Members on the appropriations process and garnering votes for the annual budget and appropriations legislation. She helps clients navigate the appropriations process on both budget and policy issues. Juliane builds delegation and coalition support on both project-specific initiatives and overarching policy.

Defense

Having worked on authorizing and appropriations national security issues both on and of the Hill, Juliane helps clients navigate defense committees on broad policies and specific programmatic priorities. Representing primes and suppliers, she understands the pressures and nuances impacting the committees of jurisdiction. She has successfully worked on multi-billion dollar initiatives.

Space Policy

Space Exploration is an issue close to Juliane’s heart. Having initiated and managed the NASA House Action Team, a coalition of Members of Congress, whose purpose was to garner Congressional support for Human Space Flight. In the private sector, she has successfully represented numerous clients (primes and suppliers) on space policy.

 

Legislative Strategy and Coalition Development

In House Leadership, Juliane worked on policy initiatives and whipped votes during committee and Floor consideration to garner support for legislative passage. She developed industry coalition strategies and activities with third-party groups, Congressional staff, and Members of Congress around key legislative agenda items. As staff director of a key committee in the House of Representatives, Juliane set and implemented an aggressive agenda. Overseeing a highly qualified and talented staff, she worked closely with House Leadership to ensure passage of difficult legislation, garnering support from stakeholders, and worked with key policymakers in both parties, in both the House and the Senate, and with the Obama Administration to enact major pieces of legislation. Juliane has leveraged this expertise with influential connections to advance the priorities of clients. Representing small businesses, health groups, corporations, municipalities, trade associations, and coalitions, she has honed her skills as an advocate with a track record of success.

Education and Workforce Development

As staff director of the House Education and the Workforce Committee, a complex committee with jurisdiction ranging from WIC food programs to the Older Americans Act, from health care to K-12 and higher education, Juliane shepherded over 30 bills within the Committee’s jurisdiction through the House of Representatives and saw twelve bills signed into law, including S1177, the “Every Student Succeeds Act; HR 1911, the “Smarter Solutions for Students Act;” HR 3029, the “E. Clay Shaw, Jr. Missing Children’s Assistance Act of 2013;” and HR 803, the Workforce Innovation and Opportunity Act, as well as Multi-employer pension reform and alterations to the ACA. Juliane uses her deep policy knowledge to advance the interests of clients on issues specifically within the Committee’s jurisdiction and – such as with health care – on issues that overlap jurisdiction into other committees.

 

Labor

Having worked labor issues in the authorizing and appropriations space, as well as with the NLRB and DOL, Juliane’s experience on collective bargaining policy and workforce and mine safety is extensive. Sometimes at odds with unions and at times working strongly together, Juliane effectively advocates for her clients’ priorities.

Healthcare

Juliane has advocated on behalf of providers, children’s groups, municipalities, and corporations. An issue that affects every client, health care is a policy area Juliane has invested time and effort into growing solid relationships on the Hill to successfully advocate issues for her clients.

Tax and Trade

Juliane has successfully helped corporate clients and associations achieve their tax and trade policy priorities, with strategic and effective outreach to the Administration as well as the House and the Senate on a Member, staff, and committee level.
